Black Voter Voice

To support state political leadership, Recover Fund developed a revised model for voter redistricting in the Commonwealth of Virginia. The model prioritizes the creation of equitable and representative districts based on population needs as opposed to race (masked as party affiliation). It leverages advanced GIS technology and historical voting data to redefine “communities of interest.” Factors such as socio-economic status, racial and ethnic identity, and the localized impact of regional challenges are taken into account in the redistricting equity model.
